Civil Liability Certificates

Bank Details  

On the 1st October 2010 we will be changing our bank details. If you intend to pay by bank transfer on or after this date, please contact us for our new bank details.

Blue Cards

Please check that all the details on your Blue Card(s) are correct before submitting them to us. Although we will query any entries that look unusual, we might not spot every mistake.

In the case that we issue an incorrect certificate based upon an error in the Blue Card submitted, you will be required to reapply in full (including application fee) to have the certificate corrected.

Flag State Changes

The Bunker Convention has come into, or will soon come into force for the following flag states. We will therefore be unable to issue Bunker Civil Liability Certificates to vessels flagged to the following states from the dates stated.

  • Albania (30/07/10)
  • Azerbaijan (22/09/10)
  • Egypt (15/05/10)
  • Jordan (24/06/10)
  • Morocco (14/07/10)
  • Serbia (08/10/10)
  • Vietnam (18/09/10)

How to apply:

Via E-mail

Download application form MSF 3241 (see below), and complete pages 2 & 3 of the application form. You may apply for up to 35 certificates (Bunker & Tanker) on a single form. Once you have completed the application form, click the “Submit via E-mail” button on page 2 of the application form. This will generate an XML file of the data you have submitted.

Email the XML file, along with the Blue Card(s) to CLC@mcga.gov.uk. Once the file has uploaded to our database you will receive an automated e-mail confirming that your application has been received, and giving your application number. Please quote this number in any future correspondence.

Please note, we cannot accept handwritten, or PDF application forms via e-mail. We can only accept e-mailed applications in the XML format. There is no need to submit hard copies of any documents unless specifically requested to do so.

Via Post

Download the latest version of MSF 3233 (see below), and complete all pages. Print and sign the application form, and send the original signed copy, along with the Blue Card(s) to the address at the bottom of the page. If the application form received does not have an original signature your application will be rejected. Please note we cannot accept application form MSF 3241 via post.

Once your application has been received and uploaded to our database you will receive an automated e-mail confirming that your application has been received, and giving your application number. Please quote this number in any future correspondence.

Price list

£16.00 GBP per certificate (not per vessel).

This is a standard fee and applies to Bunker and Tanker Certificates, be they new certificates, renewals, amendments of an existing certificate, or replacements for a lost certificate.

£25.00 GBP charge for courier delivery

We highly recommend paying for courier delivery if the certificates are to be sent to an address outside of Western Europe, for both speed and security of the delivery. We do not accept responsibility for packages sent outside of the UK, unless they are sent via courier. We cannot accept responsibility for any delays incurred in transit, whether courier service is used or not.
