Fishing Safety:  Stability Group

No major changes are envisaged to Stability criteria either through regulations or through European Directives.  The review will consider the procedure for continuation of those vessels currently subject to a Roll Test.  Improvement measures for review will include the format and presentation of on-board information for use by skippers (and crew) and improved awareness of the effects of certain fishing operations and/or changes to vessel displacement/construction for vessel owners and skippers.

Terms of Reference

The Group will initially consider the following and report progress to FISG meetings in the agreed format.  The MAIB Report on the analysis of Fishing Vessel data 1992-2000 and the later MAIB reports and recommendations regarding stability issues will be the focus of the group.

  • The content format and use of the draft Stability Information Booklet for fishing vessels over 12m Registered length. .
  • The nature, effectiveness and appropriateness of stability criteria for all fishing vessels.  
  • The education of fishermen in the subject of stability both formally and informally and the requirements for training courses especially for basic stability.

Background

Current standards are given in the Fishing Vessels (Safety Provisions) Rules 1975, The Torremolinos Protocol and the 15 to less than 24 m Code. SSI 1999 No 2998. The Fishing Vessel (EC Directive on Hamonised Safety Regime) Regulations 1999

There are currently no Standards for fishing vessels under 12

The revised Stability Booklet is available, as an Annex to its covering Marine Guidance Note; (MGN) 281, on the MCA website www.mcga.gov.uk . Click on Guidance & Regulations” then “M.Notices” then “MGNs”. The Fishing and Code Vessel Safety Branch can send out hard copies if required. (The Booklet was published in December 2004).

                         

    

Research Project 529 (Phase II numbered as Project 559)  ‘Loading Guidance for  Fishing Vessels under 12m Registered Length”

(Extended to include vessels under 15m LOA). The Project was based on an MAIB recommendation, resulting from the loss of MFV ‘CHARISMA’. The Final Project Report was received by the MCA in May 2006.

Resulting from the outcomes of the two projects; trial the use of a “Stability Notice” and/or a “Freeboard Guidance Mark” across a variety of fishing vessels over a suitable period of time.

Validate their use and consider any follow up action

              

Research Project 530 (Phase II numbered as Project 560)  “Simplified Presentation, of FV Stability information”.

The Project focussed on presenting the information in the approved Stability Booklet in a user friendly format. The Final Project Report was received by the MCA in May 2006.

Resulting from the outcomes of the two projects; trial the use of a “Stability Notice” and/or a “Freeboard Guidance Mark” across a variety of fishing vessels over a suitable period of time.

Seafish developed and started running (in May 2006) two “Stability Awareness Training Courses”

Consider the development of an Instructional Training CD Rom/DVD on Stability.
