Fishing Safety:  Small Vessel Code

The fishing industry has changed since regulations were formulated 25 years ago, yet culture and tradition still play a part in creating the conditions in which accidents occur.   A new user-friendly framework of regulations has been introduced with the focus on the operator being best placed to assess the risks of their fishing operation.

Terms of Reference

To consider any evidence or data that the Code has started to have an effect on improving safety of these vessels. To report agreed recommendations to FISG

Background

The Code came into force in April 2001 under Merchant Shipping Notice 1756 (F).  It has been agreed that any development or review of the Code will be considered by this original Group to ensure consistency.

Small Vessel Code Working Group

To develop a revised Small Fishing Vessel Code in response to the recommendations contained in the MAIB Trilogy Report and from experience gained from the five years the Code has been in operation.

Small Vessel Code Strategy

Interim Revision of the Code after 5 years of the Small Vessel Code being applied to vessels under 12m RL and subsequently vessels of 12-15m LOA.

                             

                       

Working Group to review and develop a new Code in response to the recommendations contained in the MAIB Trilogy Report and from experience gained from the five years the Code has been in operation.

Develop and consult with Industry on new DRAFT Code

Implement Stability and Life Raft Requirements into the Code of Practice

Formal Consultation on the Code and further revision

Connection of Inspection and Registration for Small Fishing Vessels. The MCA will request the details of the last inspection of a vessel, less than 15m LOA, when it is registered or re-registered. Deregistration Programme of vessels not inspected to the Code implemented April 2005

Implement the registration requirements in respect of fishing vessels less than 15m LOA. Owners will be informed of the implementation as part of the publication of the revised Code.
