Fishing Safety:  Technical/OPerations (TOPs)

Terms of Reference

To debate, along with stakeholders, high level operational matters. Identify major fishing vessel Survey and Inspection issues and where possible resolve such issues or determine an approach by which resolution may be achieved; based on best practices and the individual expertise of the members and appropriate others. Agree united organisational support for issues that will lead to an improvement in fishing safety.

Background

With the development of the Strategy to cover all areas of work relating to fishing safety it was realised that a critical interface between the operations work and the industry was missing.   Although there is an annual seminar for surveyors it was considered appropriate to open this up to include the Coastguard work and the forum of an operations group working as a sub group of FISG.

This Group includes representatives from NFFO, SFF, NIFF, Seafish, MAIB, MCA, RNLI, Danbrit SM Ltd, South Coast Fishermens Council, Northern FPO, Fleetwood FPO and Consultee as appropriate

Surveys

Surveys are undertaken in accordance with either:-

1. The Code of Safe Working Practice for the Construction and Use of 15 Metre Length Overall to less than 24 Metre Registered Length Fishing Vessels and the Torremolinos Protocol, or

2. The Fishing Vessels (Safety Provisions) Rules 1975 as amended and The Code of Practice for 24m (RL) and Over Fishing Vessels (when consolidated).

Continue Survey Action. Review the use of “aides memoire” and the “Preparation for Survey” leaflet. Update and amend if required.

Inspections

Inspections are undertaken in accordance with The Fishing Vessels Code of Practice for the Safety of Small Fishing Vessels. (Merchant Shipping Notice; MSN 1756 (F)).

The TOPs Sub Group will work with Industry and Defra: Marine Fisheries Agency (MFA) to endeavour to locate and inspect those under 15m fishing vessels that have not, but should have been, inspected within the five year period since initial registration.
